We are looking for a highly motivated individual to join our Transmission Services team. You will play an active role in ensuring we provide our municipal member utilities with excellent services within areas of transmission planning, transmission rates, planning for a reliable grid that meets our member needs, NERC and compliance related to transmission bulk electric system facilities, interface with other utilities and Regional Transmission Organizations (MISO and SPP), managing MRES transmission facilities including facility ratings, and more.
Expectations of ability to handle complex tasks, to perform independent work, taking initiative, and ability to make decisions and recommendations to members and MRES management are commensurate with the grade of the position. The position will include all or some of the following tasks based on experience, skills, and needs as they emerge:
Develop, maintain, and review of transmission system model data.
Perform transmission studies (steady state, short circuit, and stability) and participate in transmission study efforts led by Regional Transmission Organizations (RTOs), other utilities, and various organizations while representing MRES and MRES member interests. Ensure that NERC TPL standards, RTO and utility planning criteria of various utilities are adhered to, and follow other relevant practices, tariffs, etc. Develop Corrective Action Plans for NERC TPL transmission concerns. Studies can include NERC TPL assessments, generation interconnection studies, load serving studies, and more. Manage/ advise to studies performed by consultants.
Review of contractual arrangements with RTOs, other utilities, vendors, and with MRES members including interconnection agreements, transmission service agreements, master services agreements, task orders, etc.
Research MISO and SPP tariffs governing transmission service, generation interconnection, transmission planning, cost allocation for transmission facilities etc. based on business needs.
Review of/ develop transmission facility ratings ensuring ratings are according to appropriate Facility Rating Methodologies. Maintain the MRES facility rating methodology (FRM). Support Ambient Adjusted Ratings (AAR) calculations and requirements based on FERC Order 881.
Review of transmission service arrangements including determination of charges or credits.
Prepare regulatory reports, RTO reports, and inter-utility reports, presentations, applications, and data submittals for MRES and MRES member owned transmission.
Assist in planning and oversight of maintenance and operation activities for MRES transmission facilities.
Represent MRES in committees, task forces, working group, etc. with RTOs, other utilities, industry organizations, etc. as needed.
Maintaining permanent documentation of projects and data related to this position.
Assist with compliance with NERC standards and NERC services to members in general.
Keep abreast of relevant profession, industry, and inter?utility developments.
The candidate must have a minimum of a Bachelor of Science degree in Electrical Engineering. One year of experience or more from the electric utility industry is preferred. The candidate should have strong interpersonal skills and excellent verbal and written communication skills, including the ability to clearly articulate technical issues. This position requires a high level of attention to detail, strong analytical skills, and problem-solving capabilities through data set analysis.
