ABOUT THE DEPARTMENT: The City of Cambridge Traffic, Parking, and Transportation (TP+T) Department supports the safety and health of the Cambridge community by creating and sustaining a high-quality street and parking system that supports a range of transportation options for all those who live, travel, and park in Cambridge.
ABOUT THE ROLE: The Supervising Engineer is a key member of the engineering and operations team at the Traffic, Parking, and Transportation Department and reports to the Commissioner through the Assistant Commissioner for Street Management/ Traffic Director. The person in this role will be part of the management team within the Street Management Division and will work towards the goal of providing safe and efficient operations and excellent customer service, performing high level organization and management duties for the Department requiring sound decision-making, financial responsibility, and problem-solving.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversee the day to day operations of the Engineering Unit.
Procure and manage a variety of street improvement projects, including safety projects and quick build projects.
Supervise direct report staff and participate in the hiring of staff and consultants.
Oversee planning, design, and maintenance of pavement markings, traffic signals and poles, bike racks, flex posts, and other traffic control devices and provide guidance, support, and direction to the engineering staff who conduct this work.

Perform design review of land development, street reconstruction, temporary traffic control, and other engineering drawings and make comments with the goal of protecting the safety of the public, established traffic engineering standards, and TP+T assets.
Oversee traffic engineering and transportation planning studies aimed at improving safety, mobility, and operations within Cambridge.
Write maintenance contracts and Requests for Proposals, oversee bid and award of contracts, manage contractors and vendors, and administer contracts.
Conduct investigations relating to traffic controls and public inquiries.
Support the Department's customer service goals in relation to providing a timely and professional response to the needs of the community, elected officials and other city departments.
Effectively collaborate with other Traffic, Parking, and Transportation Department Divisions and City departments to meet multi-disciplinary goals and objectives for the built environment including bicycle facilities, Complete Streets, Vision Zero and maintenance of public facilities.
Employ best practices around process improvement, team management and communications.
Model the City’s values and culture, and act with the highest integrity and ethics.
Perform related duties as required.
MINIMUM REQUIREMENTS: Education and Experience
Bachelor’s degree in civil engineering or related field.
5 years of progressively responsible experience designing and/or constructing roadway, bike, and/or multi-modal transportation infrastructure projects.
Ability to manage and administer design and implementation contracts.
Demonstrated commitment to public service.
Knowledge Skills and Abilities:
Strong knowledge of the Federal Highway Administration’s Manual on Traffic Control Devices, MUTCD Interim Approvals, and the Massachusetts Amendments to the MUTCD.
Knowledge of current roadway and bike design guidance, including those from MassDOT, NACTO, AASHTO, and other relevant guidance.
Strong interpersonal and customer service skills.
Strong written and verbal communication skills.
Exceptional organization skills.
Ability to effectively lead complex design processes and collaborate with the community.
Demonstrated ability to work independently and manage competing priorities in a busy work environment under tight deadlines.
Strong problem solving, decision making and mediation abilities.
Proficiency with a variety of computer software typical to professional office environment including word, excel, smartsheet, teams, and zoom.

Registered Professional Engineer.
Experience with state and municipal procurement laws and regulations.
Knowledge of complete streets design emphasizing accommodation for pedestrians and cyclists.
Knowledge of state and federal accessibility requirements and experience designing and constructing accessible facilities.
PHYSICAL DEMANDS: Work involves frequent site visits, requiring travel to and through construction zones, driving, walking, bending, squatting, reaching, and stretching. Ability to access, input and retrieve information from a computer. Ability to operate office equipment including copiers, printers, and scanners. Executes multiple tasks involving keyboarding, telephones, writing, bending, reaching, and lifting boxes of files (up to 10 lbs.). WORK ENVIRONMENT: Outdoors including construction sites and congested City roadways under all weather conditions. Standard office environment, which includes fluorescent lighting and air conditioning. Busy office work environment characterized by multiple work demands from staff and customer interaction. This position may be eligible for hybrid work under the City’s Telework Policy depending on operational needs.
