Essential Job Function and their Measure
Responsible for engineering and inspection of road, water, sanitary and storm drain system projects
Analyzes reports, maps, drawings, blueprints, tests, field topographic and hydrological data for planning and designing of projects
Calculates costs, dimensions, profiles, grades and quantities of materials and determines project feasibility by analyzing data and applying engineering techniques and advanced mathematics
Prepares reports, specifications, plans, construction schedules, environmental impact studies and designs for streets, water, sanitary sewer, storm drainage and other public projects
Works with GIS (ESRI) and Autocad software, working closely with the Engineering Technician, in preparing and designing infrastructure projects
Reviews site development plans for compliance with city construction standards and storm water compliance
Manage the pavement conditioning rating program (PCR) working with the City Engineer on the yearly pavement program
Provides accurate estimates of work
Performs other duties as assigned
Responsible for supervising/developing a competent staff to provide excellent engineering services
Directs, supervises, evaluates and develops Engineering staff
Delegates responsibilities to the rest of the staff while considering each member’s strengths, interests and availability
Ensures staff is well informed of city, divisional and department plans, goals and objectives
Resolves conflict and problem solves in a timely manner
Responsible for customer and community relations
Work with outside entities (ODOT, OPWC, OEPA) to obtain funding such as grants and low-interest loans.
Prepare and submit applications to meet requirements and deadlines specified by funding agencies
Respond timely to residents’ questions and complaints regarding public and private projects
Investigate and take corrective action as necessary and feasible in response to citizen’s concerns
Responsible for effective verbal, written and electronic communication
Communicates status of projects/assignments to City Engineer
Responsible for completing all records and reports as required
Writes legibly, maintains accurate information, and uses proper spelling, grammar
Communicates information effectively, accurately and timely
Demonstrates commitment to further education and process improvement
Attends various seminars, conferences, classes or in-services to increase knowledge and skill
Attends and actively participates in meetings as required (e.g., department managers’ meetings, City Council Meetings, etc.)
Qualifications:
The following qualifications or equivalents are the minimum requirements necessary to perform the essential functions of this job.
Education and Formal Training
Bachelor’s degree from an accredited college/university in civil engineering
Valid motor vehicle license issued by the State of Ohio required. Must meet insurability guidelines.
Professional Engineer’s License preferred. Must obtain within one year of employment
Work Experience
Three years experience in public planning and engineering required
Previous experience in private and/or public sector desired
Experience with AutoCad software and applications preferred

Knowledge of construction management practices; pay requests, change orders, field orders, or site inspections
