The City of Portland’s Bureau of Transportation (PBOT) is seeking a Chief Engineer to lead their Engineering Services Group (ESG).
The Chief Engineer position is part of PBOT’s Executive Team and participates in the leadership of the Bureau. The City Engineer serves as a licensed professional engineer, technical advisor, mentor, and leader who works collaboratively and equitably to ensure the future sustainability of PBOT and broaden the variety of innovative ways to deliver solutions to all Portland communities. This is an exciting opportunity for someone with a broad engineering background in transportation design, construction, maintenance, and surveying. The ideal candidate will have demonstrated abilities in managing a broad and diverse portfolio, providing leadership, solving problems, mentoring, and will have excellent written and verbal communication skills.
The Chief Engineer leads the Engineering Services Group, which is responsible for the surveying, engineering design and construction management of Portland’s transportation system. Engineering Services is made up of ADA, Bridges and Structures, Construction, Inspection and Pavement Management, Civil Engineering and Drafting, and Surveying sections. The Chief Engineer represents the Bureau before the City Council and partners closely with other service groups at PBOT, other City Bureaus and regional agencies.

The following minimum qualifications are required for this position:
Experience with engineering management, construction techniques, construction regulations and trends, equipment safety, environmental regulations, laws, and practices governing operational activities, and environmental effects and their mitigation.
Ability to direct and review the preparation and interpretation of engineering plans and specifications, codes, regulations, and complex technical documents.
Experience in the principles and practices of leadership, operational and strategic planning, business communication, public administration, program evaluation, and budget preparation and administration.
Experience with the principles of management, supervision, training, and performance evaluation.
Experience with budget development and management, personnel management, cost control, and administrative practices and policies.
Ability to manage a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
Applicant must also possess:
Must be fully vaccinated for COVID-19 per City/State mandate or have an approved exception by date of hire
Professional Engineers Certification at time of application
Oregon Professional Engineers Certification within 2 months of hire
