Overview The Accounting & Reporting Analyst Sr is responsible for developing, maintaining and generating complex financial and accounting reports to support accounting requirements, financial analysis, budgeting, benchmarking and data-driven decision-making using Enterprise Resource Planning (ERP) and Business Intelligence (BI) tools. Update and maintain finance systems and data by applying policies, procedures and generally accepted accounting principles. Perform complex accounting and reporting for one or more business lines and functional areas. Assist with preparation of combined financial statements, prepare tax returns, support external audits and meet various external reporting requirements for the District's combined reporting entity. Work output has considerable impact on financial reporting, decision-making processes and is essential for achieving District financial goals. Responsibilities - Prepare, examine and/or analyze accounting records, financial statements and other financial reports for one or more business lines and functional areas of responsibility to assess accuracy, completeness and conformance to reporting and procedural standards, and make corrections, as needed. Investigate complicated and unusual fluctuations in financial results, monitoring variances, identifying key drivers and recommending actions. Analyze, prepare schedules and respond to inquiries in support of various audits. Educate audit staff on District operations, policies and processes.
- Serve as subject matter expert for finance systems and facilitate functional testing for fixes, updates and new features related to the PeopleSoft General Ledger, Asset Management, Business Intelligence and other key finance systems. Troubleshoot and identify the root cause of system technical issues and recommend solutions to prevent future occurrences. Participate in system upgrades, changes, and complex troubleshooting. Identify gaps and opportunities for automation. Maintain PeopleSoft chart of accounts and tree structure for changes to account and reporting structure.
- Coordinate, compile and respond to various financial data and external reporting requests and regulatory filings. Assist with preparation of monthly, quarterly and annual combined financial statements. Assist with research and implementation of new accounting and reporting requirements. Compute taxes owed and prepare tax returns, ensuring compliance with payment, reporting or other tax requirements.
- Provide budgeting and internal reporting support to Strategic Financial Planning (SFP) department. Cross train with various groups and professional staff on reporting tools.
- Identify, research, recommend, and lead system and process improvement initiatives to support innovation, standardization, workflow efficiencies and streamline operations. Guide continuous process improvement to further leverage finance systems and ensure consistency.
- Build and maintain relationships with key stakeholders to maintain effective oversight and understanding of District's activities, which contributes to early identification of transactions and changes that could have potential accounting and reporting impacts. Collaborate with operations, business offices and other process owners to identify and implement system-based solutions to emerging issues caused by changes in business requirements. Represent the Accounting department on cross-functional teams, committees and special projects to ensure adequate internal controls are established for the proper recording of transactions and the safeguarding of assets.

Reports To: Director – Accounting-Controller Overtime exemption: Exempt Qualifications Education: Equivalent experience (year for year) may substitute for required education. - Bachelor's Degree in Information Technology, Management Information Systems, Accounting, Business Administration, or equivalent combination of education and experience is required.
Experience: - 6+ years experience in Information technology, accounting or reporting is required.
- 3+ years of functional analysis experience supporting PeopleSoft or another Enterprise Resource Planning (ERP) system is required.
- Experience in public sector utility accounting is preferred.
Skills and Abilities: A fully skilled incumbent will have the following knowledge skills & abilities: - Comprehensive knowledge of District financial processes, advanced knowledge of computer information technology practices and how to apply them to business processes.

- In-depth and broad knowledge of financial accounting, budgeting and reporting practices for utilities.
- In-depth knowledge in at least one of the assigned system/business lines, including but not limited to: retail electric, wholesale energy, hydro generation, transmission, telecom, water, wastewater, shared services, or financing facilities.
- In-depth knowledge in at least one specialized area, including but not limited to: inventory, debt activity, energy risk management, revenue recognition, asset management, shared cost allocations, payroll, intersystem eliminations, derivatives, vehicles, regulatory accounting, projects, plant, general ledger maintenance, intersystem reconciliation or financial statement consolidation.
