The Transportation Department division is looking for a Senior Engineering Technician to join our team of highly experienced professionals. The city of Bellevue is recognized for its continuation in regional growth and development and providing a safe and efficient transportation system. This position uses collaboration skills and teamwork implementing successful outcomes in the review of engineering designs, construction, timing and location and restoration requirements. All aspects include provisions of safety, maintenance of traffic, and accessibility for pedestrians and cyclists. The scope of work involves new infrastructure or modifications to existing, franchise, and other public / private work or maintenance activities performed within the City’s public rights-of-way.
This position responds to customer concerns, interests and requests, while providing guidance toward compliance with codes, regulations, standards. Long term interests reflect integrity of infrastructure and building long term professional relationships.
Essential Duties and Responsibilities
- Perform plan review and issue permits for infrastructure improvements or modifications thereof, including public work improvements, private commercial and residential development, and franchise or other agencies performing work within the City’s right of way.
- Conduct inter-departmental coordination and communication with Development Services, Police, Fire, Parks, Civic Services, Planning and Community Development and City Attorney’s office.
- Develop recommendations in the approval or denial of permit applications; evaluate and determine enforcement actions to also ensure compliance with applicable permit conditions and regulations.
- Review, enter, track, and issue permits utilizing the City’s AMANDA permitting data systems. Use the City’s Bluebeam application in conducting and completing review of electronic submittals.
- Perform field review as necessary for ensuring completeness, accuracy, and compliance with city policies, codes, and regulations including review and approval of traffic control plans.
- Directly support activities including advancement of Small Wireless and Wireless Communication permits, implementation for approved Franchise and Right of Way Use Agreements and Master Lease Agreements.
- Support the division’s Franchise Project Manager.
- Support the implementation and tracking of Sidewalk Café and Seating area leases and permitting activities
- As part of the team, regulate activities within the City’s right-of-way in the interest of public health, safety, and welfare.
- Researching, and developing recommendations in the application and update of such regulatory requirements and on-going process improvements.
- Committees and other Assignments – Special Events include functions over weekends and holidays providing both a critical resource and support in planning and operations during an event. Certain assignments may also include attending Transportation Commission, City Council, and project/program community meetings, preconstruction conferences or participating and leading teams.
Qualifications
Knowledge, Skills and Abilities
- Knowledge of civil engineering design and construction principles and methods.
- Ability to solve more complex and difficult permit application plan review issues accurately and consistently.
- Knowledge and experience in municipal permitting process and procedures.
- Knowledge and experience applying the guidelines of the Manual of Uniform Traffic Control Devices applicable to construction activities and maintenance of traffic.
- Ability to conduct research and compile comprehensive reports or recommendations in the application, development, and implementation of regulations, codes, standards, engineering, construction, or other criteria.
- Ability to communicate effectively both orally and in writing, including complex information of a technical nature in understandable and concise ways.
- Ability to apply exercise sound judgment under stressful situations, making recommendations and decisions.
- Ability to manage time on multiple projects and issues simultaneously through completion.
- Understanding potential liability issues and exposures as they relate to public infrastructure, right-of-way, and operational safety.
- Knowledge of Crystal Reports and/or the City’s AMANDA permitting system, Bluebeam and electronic/digital review and permitting is desired.

Education and Experience
- Graduation from an accredited two-year college or university with a degree in engineering or construction sciences or comparable directly applicable related degree; or
- Five or more years of professional related experience involving transportation civil engineering, utility engineering, transportation or utility construction/administration, project/program management or any equivalent combination of education, experience and training that provides the required knowledge, experience, skills, and abilities.
- Traffic Control Supervisor certification preferred, but not required.
Other
Licenses: Must have a valid Washington State Driver’s license or current within another state with the ability to obtain a Washington State license as established by RCW.
