Job Summary
Energy & Facilities (E&F) operates and manages Harvard's energy supplies, district energy plants, and utility infrastructures on the Cambridge/Allston campuses, as well as a 24/7 facilities-related call, alarm monitoring, and dispatch center. E&F also provides a broad portfolio of labor-based services, including building maintenance, landscaping, and custodial, to a large portion of the University, as well as engineering, technical, and sustainability services. Within E&F, Engineering & Utilities (E&U) operates and manages energy supplies, district energy plants, and utility infrastructures on the Cambridge/Allston campuses, a 24/7 facilities-related call, alarm monitoring, and dispatch center, and provides engineering and technical services.
Position Description
- Oversee and manage the provision of all engineering services (design, technical support, and project management) in support of the ongoing operations, maintenance, renovation, and expansion of all central utility systems and services provided by Engineering & Utilities (E&U). Assume overall engineering responsibility for utility systems to ensure system capability, flexibility, reliability, safety, economic operation, and provision for future expansion. Associated central utility systems include generation and distribution of electric power, steam, chilled water, and heating hot water, as well as city water and sewer/storm drain distribution systems.
- Responsible for enacting change in an increasingly dynamic environment and working collaboratively with other E&U units to ensure efficiency and consistency of service. Responsible for leading in a collaborative, team-based approach that results in the provision of exceptional services in an integrated fashion within a customer oriented environment. Ensures ongoing customer feedback and satisfaction through regular communication/collaboration with client Schools and Units.
- Responsible for overseeing all capital projects managed/delivered by the Engineering Group, including the development and management of project and construction strategies, project budget, project schedule, project communications, and project reviews/approvals; management of consultant/contractor selection processes, consultant/contractor performance; negotiation of contracts; and review/management of consultant/contractor performance as well as all payment applications. Responsible for delivering projects and services on time and within budget, meeting all associated milestones, expectations, and deliverables.
- Responsible for the overall financial integrity of the Engineering group, including associated Engineering group overhead budget/expenses, reserve accounts, and projects undertaken/managed/delivered by the Engineering Group. Responsible for development and maintenance of related and other business plans, analyses, reports, and studies as required/assigned.
- Supervise direct reports - including mentoring, development planning, performance management (reviews, planning, etc.), salary action planning, setting short-term and long-term standards and goals, and leadership to ensure the integrity and success of the division. Must maintain knowledge of codes, regulations, and industry practices and trends and stay current with the latest information on engineering design and related equipment.
- Responsible for managing and providing technical review of and support to all University capital projects in accordance with established policies and other projects as requested/needed.
- Provide support to client/customer relationships with suppliers of utility services, provide support to utility billing activities (e.g. review, analysis, problem resolution, and forecasting), utility rate case review, etc.
- Provide technical support to financial processes, utility administration, operations, and planning activities to ensure continued reliable and economic supply of utility services to the University.
- Act, and ensure that group members act, as the University's central engineering representatives by providing unbiased information to University Schools and Units based upon recognized engineering principles and sound professional judgment.
Basic Qualifications
Must have a Bachelor of Science in Engineering, be adept in both mechanical as well as electrical disciplines, and be a registered Professional Engineer.
Must have at least ten years related professional and engineering management experience and demonstrated record of increasingly responsible managerial positions in either an institutional or industrial utility environment.
Additional Qualifications and Skills
Must have computer skills including MS Office, database, spreadsheet, and computer aided design applications. Required to utilize management information systems and asset/work management systems (Maximo). Experience with and prior utilization of project controls systems/tools, project management software, management information systems, and asset management systems is desirable.
Physical Requirements
Must be physically fit and mentally alert at all times. Must be able to frequently walk up and down stairs, ladders, etc. on an on-going basis, in an industrial plant and/or construction site setting. Must be able to utilize ladders, scaffolds, high-lifts, and enter/work in confined spaces. Required to wear personal protective equipment where necessary.
Certificates and Licenses
Must possess a valid driver's license and must provide his/her personal vehicle to travel on and off campus.
