The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.
We are currently seeking a Manager, QA/QC - Construction in the Project Control.
The QA/QC Manager will manage the administration of the Quality Plan for the EM&C Capital program including SEPTA design standards and each Department's documentation of quality control on projects. The QA/QC Manager also monitors the capital program's adherence with the Americans with Disabilities Act (ADA).
A. General Duties
Initiates policy or procedures for compliance with QA/QC and the American with Disabilities Act (ADA) in design and construction.
Participates in the development of policies and standards related to design and construction as requested within the EM&C Division.
Monitors and oversees the adherence to the Quality Plan for each Department in EM&C and each capital project.
Supervises the Senior Engineer, QA/QC position.
Performs special assignments as requested.
Works with Project Managers, Department Managers and other Authority leaders to maintain quality plans in the construction program.
B. Capital Construction Program Quality Assurance and Quality Control
Develops and updates EM&C Quality Assurance Plan and associated chapters within the Project Management Procedures.
Reviews and approves/comment on Quality Assurance Plans from technical departments, contractors, and consultants.
Provides Best Practices input on QA/QC policy.
Maintains Division 1 Spec and other technical standards housed by B&B in Sharepoint.
Monitors and approves each project's adherence to the QC Plan on design packages.
Monitors and manages construction inspections and reports of Senior Engineer, QA/QC.
Creates checklists to aid in technical QC.
Crafts articles for Compliance newsletters regarding QA/QC.
Conducts QC audits for design and construction projects.
Leverages inspection data to affect specification or policy change.
Reviews design packages for compliance with SEPTA standards, policies, and procedures and completeness.
QUALIFICATIONS AND EXPERIENCE
B. S. Degree in Engineering or Architecture and a minimum of eight (8) years of progressively responsible engineering/architectural experience required. One or more of the following is preferred:
Master's Degree in related field or
Project Management Professional (PMP) or
Professional Engineer's license or
Professional Architects license.
Valid Driver License required.
Must have the ability to navigate railroad and transit construction sites.
Excellent verbal and written communication skills required.
Excellent organizational and time management skills required.
