Division Chief for the Department of Project Implementation
Overview The City of Alexandria's Department of Project Implementation (DPI) is searching for a Division Chief. The DPI Division Chief functions as a Portfolio Manager, overseeing a portfolio of design and construction projects for DPI. The Division Chief is the primary point of contact with the sponsor department/division served by their portfolio. The Division Chief directs the project managers who are responsible for the delivery of the projects and is overall accountable for performance of the portfolio. By managing the entire portfolio at an upper level, the Division Chief is able to allocate DPI’s resources to the right projects, at the right time, and in the right manner. The Division Chief also fills the project manager role for large scale capital projects, including city-wide plans and significant public infrastructure systems. They will function as the Contracting Officers Technical Representative (COTR) on the projects in their portfolio. The position provides direct supervision of staff within DPI. The employee has wide latitude for independent judgement in managing and completing projects within City and Department guidelines.

The Opportunity-Examples of Work
Provides leadership in project management (establishing best practices) to department and other City staff;
Provides direction, technical expertise and guidance to managers on the implementation (design and construction) of capital projects:
Utilizes effective risk mitigation strategies to identify and mitigate risks to project schedule, budget or scope. Develops, supports, scrutinizes and/or monitors project mitigation plans to best meet project objectives;
Ensures projects are properly planned, defined and funded for successful implementation;
Effectively selects and manages design consultants and construction contractors;
Performs specialized, technical and supervisory work in the inspection of construction within the City's rights-of-way or on other City properties;
Establishes design procedures and standards to produce construction documents along with systems and processes to ensure that procedures are followed, and standards are met;
Oversees the design and construction of infrastructure projects, including responsibility for ensuring quality and compliance with applicable regulations, codes, contract terms, payment, claims, etc.:
Conducts design kick-off meetings and/or pre-construction meetings after contract awards;
Participates in the recruitment process for professional staff;
Guides and coaches’ direct reports with their responsibilities and professional growth;
Directs community engagement efforts for projects;
Supports the Director in the development and continuous improvement of departmental procedures and processes;
Serves as the City's representative at meetings with stakeholders including City departments, consultants, contractors, other government entities, citizens and business groups to build consensus on project planning and implementation;
Performs related work as required.
About the Department The Department of Project Implementation is responsible for the implementation of capital infrastructure projects including roadway, transit, bicycle/pedestrian improvements, storm water and water quality improvements, sanitary sewer improvements, flood mitigation and park improvements. In addition, the department coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation and the Potomac Yard Metrorail Station. DPI is dedicated to continuous improvement, industry best practices, and is committed to the continued professional development of all staff members. To qualify for this position, all candidates must have a bachelor’s degree in Civil Engineering, Construction Management, Architecture, or Landscape Architecture; Fifteen years of related experience in a position as a Professional Engineer, Architect, or Landscape Architect; possess a license as a Professional Engineer, Architect, or Landscape Architect in the Commonwealth of Virginia or be eligible for Virginia registration by reciprocity; extensive and progressively responsible experience (five years of which must be in a managerial capacity) managing and implementing complex design/construction projects; experience preparing and reviewing plans, schedules, technical specifications and contract documents for complex design/construction projects; experience in the supervision of multi-discipline teams including the management of staff, design consultants or contractors; extensive contract management experience; expertise communicating with internal/external stakeholder groups.
To be considered an ideal candidate, it is desired that those in the position have experience in the management of design-build contracts; certification as a Certified Construction Manager, Project Management Professional, or Leadership and Energy and Environmental Design (LEED) Professional.
