The Services and Data Coordinator is responsible to provide data management and analysis expertise in all areas of transit planning and operations, facilitate evidence-based decision making, and achieve continuous improvement of transit planning and operations processes. This position organizes and coordinates the collection and compilation of data, as well as its internal and external dissemination; assembles and prepares data in user-friendly formats to encourage its greater use in public information and decision making; develops and maintains service scheduling data to ensure its free flow to various AAATA systems requiring timely and accurate information (i.e. CAD/AVL, payroll, fare boxes, etc.); works with users of information to develop and analyze additional data necessary in downstream systems; conducts detailed analysis and makes recommendations to support evidence-based decision making; develops standard processes, templates and documents to facilitate data collection, analysis and reporting.
Manage and maintain various AAATA systems that generate, transfer and store data:
Manage AAATA’s scheduling system (Trapeze), CAD/AVL system (Clever Devices), and fare collection system (GFI).
Coordinate with IT and suppliers to maintain the functionality and integrity of these systems.
Coordinate with IT, Bus Operations, Fleet Services, and other departments to maintain system operation and to insure interfacing capabilities.
Develop and update transit schedules, vehicle assignments, and other service-related information/data/materials:
Develop, maintain and update detailed service schedules, route maps, and stop locations in AAATA’s scheduling system (Trapeze).
Create vehicle assignments in the scheduling system to ensure maximum efficiency of equipment usage and allocation.
Maintain and update detailed services, maps, stop locations, announcements, and signs in AAATA’s CAD/AVL system.
Lead data mining activities to generate accurate and useful information, and support evidence-based decision making:
Oversee data produced by various AAATA systems, review it for accuracy and reasonableness, and analyze and correct problems identified with source data.
Maintain and organize data collected by various AAATA departments, including Bus Operations and Fleet Services.
Coordinate the integration of financial data with service data to produce useful performance measures.
Develop geographic and spatial data using GIS (geographic information system) software.
Collect and compile relevant external data and documentation from a wide variety of sources, and provide AAATA operating data to other agencies upon request.
Process raw data into useful basic information and work with users to determine their data retention requirements.
Develop, review and make recommendations on data collection and analysis requirements.
Investigate and apply innovative ideas, processes and approaches in consideration of data mining and analysis.
Incorporate and integrate existing and emerging data mining and analysis techniques and associated technologies to facilitate business decisions.
Plan for, initiate, coordinate, and undertake research and analysis studies related to data mining including industry best practices review.
Work with IT Department to develop, maintain and promote standard processes, templates and documentation related to data collection and analysis to ensure consistency and improve overall productivity and achieve continuous improvement in business processes.
Work with the IT Department to identify the needs of computer programs for data collection, analysis and reporting, and recommend/develop/ maintain user-friendly, menu-driven programs designed to retrieve, organize and analyze AAATA information for in-house use and public consumption.
Through service monitoring and data analysis, assist in the service planning function to identify issues/needs, develop and analyze alternatives, and make recommendations for service changes, improvements and plans:
Conduct analyses, using both internally and externally generated data (such as ridership and on-time performance), to evaluate various aspects of AAATA’s services and explore opportunities for improvements.
Assist in the internal review and analysis of potential or planned service changes or improvements including preparing materials, compiling input, conducting detailed analysis, and developing and evaluating alternatives.
Compare AAATA performance in a variety of categories with that of selected peer transit agencies and assists in the development of strategies designed to improve AAATA’s performance.
Assist in transportation planning studies requiring research and analysis in the coordination and development of transportation projects, and transportation programs implemented by AAATA.
Collect, review and analyze relevant data and documentations to assist in identifying core transportation needs of communities along with viable solutions to those needs.
Work with AAATA staff to develop responses to road construction and other events potentially requiring temporary service adjustments, and maintain a mechanism to coordinate and document those responses.
Develop reports for internal and external use to facilitate service monitoring, review and analysis as well as public, Board and regulatory related reporting:
Produce periodic reports for use by staff and the Board of Directors for decision making, and by the public for informational purposes.
Prepare or assist in the preparation of periodic reports required by the Federal Transit Administration (including the National Transit Database), Michigan Department of Transportation, Southeast Michigan Council of Governments, Washtenaw Area Transportation Study, and other public agencies.
Assist in the development of maps, graphics, timetables, and other descriptive printed, digital, and visual materials for public information or program presentations.
Review and adjust/correct service-oriented informational materials to ensure accuracy, consistency and completeness.
Assist in the organization and maintenance of public information available on the AAATA website.
Knowledge, Skills, and Abilities:
Bachelor’s Degree in Information Technology, Mathematics, Statistics, Urban Planning, Transportation planning/engineering, Business, Economics, or a related field.
Knowledge and experience in transit/transportation planning and operations preferred.
Minimum of two years related work experience highly desired.
Excellent analytical and problem-solving skills. Aptitude for and ability to understand and utilize various computer software and hardware in order to interpret, gather, process, analyze, use, and disseminate data, maps, graphics, charts, and other information.
Ability to retain and attend to detail in order to insure accuracy, coordinate activities, and to work on multiple concurrent projects in order to meet time deadlines for assignments or projects.
Ability to organize and interpret data in order to provide relevant and meaningful analysis of information and to prepare reports to achieve better understanding and usefulness of data.
Ability to understand and interpret statistical methods and research techniques applicable to the preparation of transportation planning studies, reports, and public information documents.
Extensive knowledge and experience in MS Office including Word, Excel, Access, and PowerPoint.
Knowledge and experience in Trapeze Scheduling software, GFI fare collection software, CAD/AVL (Clever Devices) software, and Geographic Information System (GIS) software preferred.
Ability to analyze transportation issues and develop and recommend appropriate responses and solutions.
Ability to learn and maintain up-to-date knowledge of planning techniques, developments in the transit industry, information software, and other information relevant to the duties of the position.
