PURPOSE: Provide oversight for the Seattle-Tacoma International Airport’s landside and airside Civil Infrastructure system components to include; asset management, developing and maintaining standards, plan and collaborate with various teams across the organization for minimizing total ownership costs for the Civil Infrastructure systems. ESSENTIAL FUNCTIONS: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following: - Leads Civil infrastructure program. Recommends facilities, personnel, and funds required to carry out programs. Oversees the technical, legal, and financial issues of an entire program.
- Create/review and approve Civil infrastructure system standards, review designs against the civil standards for broad program areas or an intensely specialized area with innovative or important aspects.
- Directs the installation, troubleshooting, replacement and operation of civil infrastructure systems and equipment. Is responsible for the Civil Infrastructure Asset Management.
- Provide evaluation of new methods and developments. Provide direction and oversight on implementation of new systems and programs. Approve modification requests to existing civil infrastructure and approves changes to Port Civil Standards related to questions and issues.
- Develop, maintain and update asset management program, e.g. pavement management program, coordinate with Port Engineering on bridge inspection program and others.
- Conducts presentations to the upper management, Commission and Executive of major modifications and upgrades needed from infrastructure systems to satisfy changes and growth at the airport.
- Lead, coach, and mentor staff of engineers, setting clear goals and expectations, managing performance and employee development. Responsible for performance evaluations and handling disciplinary issues.
KNOWLEDGE, SKILLS & ABILITIES: Knowledge and advanced skills to develop, review, and advise specialized systems. Knowledge of specialized system models, principles, practices, and procedures with ability to recommend changes to model. Knowledge of project management, principles, practices, and procedures, including cost estimating, budget, and schedules. In-depth knowledge of local, state, and federal regulations related to airport standards and regulations, federal and state transportation standards, wastewater and building standards. Knowledge of project processes including planning, modeling, estimating, design, permitting, authorization, bidding, construction, start up, balancing, commissioning, activation and operation. Knowledge of budgeting practices for department ongoing operations. Skill to improve process and ability to develop and implement innovative improvement to infrastructure. Supervisory, leadership, and analytical skills. Effective oral and written communication skills are required with a strong focus on collaboration, team building, budget development, and cost management. Long range planning, visioning, strategic thinking and decision making skills. Skills leading and directing staff and work groups.
