The Engineer's duties will include reviewing developer engineer's work product for conformance with all applicable standards and guidelines, and for adherence with the project's scope of work. They will utilize the City's water model to confirm that fire flow requirements will be met and analyze the water system to confirm that adequate pressure and flow can be provided to the new developments.
In addition, the Engineer will conduct engineering studies leading to conceptual designs for utilities and assess environmental impacts related to assigned projects. They will define scope elements for utility projects in consultation with Lacey Public Works Water & Wastewater Operations staff. They will assist in selecting and managing engineering consulting firm(s). The Utilities Engineer will negotiate the scope of work and project budget with the selected consultant. They will also be responsible for reviewing the consultant's work product for conformance with all applicable standards and guidelines and for adherence with the project's scope of work. The Utilities Engineer will manage the design contract to assure timely completion of project deliverables. They will work cooperatively with members of the Lacey Public Works Construction staff during construction of City-owned projects. The Engineer will be actively involved in developing funding packages for various capital projects (including grant and loan proposals).
The Utilities Engineer will respond to public requests and inquiries and make presentations to a variety of audiences. They will also contact property owners to collect data, solicit support, or to inform residents of current projects.
The Engineer will assist in analyzing current utility systems for deficiencies and make recommendations for improvement in design and operation. They will research and coordinate the implementation of programs to comply with legislative mandates related to the City's utilities. It is preferred that the incumbent be familiar with process control technology.
Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or registration as an Engineer-In-Training. The candidate will have a minimum of one year of engineering experience in areas of public works such as potable water, stormwater, and wastewater systems.
Must pass a background investigation.
Must pass pre-employment medical testing for the ability to perform the essential functions of the position and maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
Must have a valid Washington State Driver License at the time of hire and a driving record acceptable to the City and the City's insurance carrier.
Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
Work is performed both in the office and in the field. Field assignments may be in hazardous work areas such as street surfaces, rights-of-way and medians; in ditches, pits, and underground vaults; confined spaces; around heavy equipment; and operating potentially dangerous tools. Assignments out-of-doors may require work in inclement weather at dirty, wet, noisy, or cramped work sites. The work may involve strenuous physical labor, physical dexterity, and mechanical aptitude. Duties may require exposure to chemicals, toxic gases, and/or raw sewage.
